Win over small towns

With gasoline topping $4 a gallon, retiree Carl Kaufman didn't see much point in filling up his Chevy truck just to get the mail and run errands in the small Iroquois County town where he has lived for more than 30 years.
So Crescent City passed an ordinance last month allowing golf carts on its streets, Kaufman went out and bought one.
"I don't have to drive my truck around town anymore," he said recently. "It's been three weeks, and I'm still burning my first [5-gallon] tank."
Three Iroqouis County burgs-Crestcent City, Ashkum and Danforth-recently passed ordinances opening their streets to golf carts, and at least two other towns south of Kankakee were poised to enact similar laws. One of those towns, Gilman, scheduled a public hearing for Wednesday. Community leaders say their motives are mixed:

My question is how can enviromentally , concerned, progressive cities, core neighborhoods, suburban shoppers / moms / grandparents, retirement communities, your bolingbrooks, deerfields, or your open, yet close proximity new development homes, Arizona boom areas where folks are starting to build progressive, world class structures & infrastructures for the future expansion of people moving from east, westward in the next twenty years, how can these progressive, enviromentally concsious people reduce excessive dependance on gasoline and still maintain a comfortable, satisfying lifestyle ( thinking short, close to home shopping excursions in relatively 1 or 2 miles from home) to shopping that can be done within a few miles in the local area. How can these people get around freely, comfortably, without using a ton of gasoline just to go 1 or 2 miles?
Is this a practical direction, alternative or what?

Are People In Your Town Ready or Willing To Drive This Car (Once It's
Customized) On Short Community Trips? Would You Please Leave A Comment
For Doug? Your Opinion Is Important! I think the type of vehicles you
mention are a great idea for short trips when time is not an issue.
These type of vehicles could be driven in the bike lanes that are appearing
everywhere these days. I could envision hitching the vehicle to the
back of your car and taking it with you when you go on vacation to use
as a second car to get around in. Because of its size, you would
probably be able to use it to go placed that a car would not be allowed to
go. It's better than a bike because you wouldn't have to be physically
fit to drive it. It's less expensive than a car so it would be
affordable to people who do not own a car. I think it's a great idea. Can't
wait until they start marketing them. I'd bet that all those baby
boomers who have retired or are planning to retire soon would love to have
this car.
